description:

The Portuguese Government defined a new airport system for Lisbon, consisting of Portela and Montijo airports, to address capacity needs in the short, medium, and long term for the Center and South of Portugal. To support this process, a consortium of consultants was appointed, with Leadin Aviation Consulting acting as Consortium Leader and coordinating the main technical activities. Within this framework, Leadin reviewed a series of work packages prepared by a private investor to assess their suitability as guidance for governmental decision-making, particularly regarding capacity planning, strategic assumptions, and expected financial performance.

The advisory scope included a detailed assessment of the traffic forecast, strategic assumptions, capacity planning outcomes, and overarching master planning considerations. In parallel, the OPEX and revenue inputs of the financial model were reviewed to verify consistency and robustness. Based on this comprehensive technical evaluation, Leadin also supported the Portuguese Government during negotiations with the private investor related to the development of the new Lisbon airport system.

This engagement provided the Portuguese Government with an independent and technically sound assessment of the proposed airport system, strengthening its negotiating position and supporting informed decisions toward a resilient, capacity-driven, and financially coherent long-term development strategy.
