Leadin Aviation responded to Ferrovial Aeropuertos’ request for Technical Advisory Services for the 7th round of airport privatization in Brazil, in association with Steer Davies & Gleave Limited. The assignment aimed to deliver a comprehensive technical evaluation of the airports in the São Paulo (SP) and Rio de Janeiro (RJ) clusters. The assessment initially focused on the main airports in these clusters—Santos Dumont Airport (SDU) and Congonhas Airport (CGH). Subsequent phases were planned to extend the framework to smaller airports and detail development alternatives, but phases 2 and 3 were not fully executed due to a strategic decision by the final client.

A robust technical assessment was delivered, providing a comprehensive understanding of both CGH and SDU. The work included verification of existing infrastructure conditions, identification of risks, definition of future capacity requirements, and evaluation of development alternatives aligned with the concession framework. Stakeholder interviews were conducted to gather market insights, supporting the initial assessment and the preparation of the Red Flag Report. The assignment provided a solid technical basis for privatization decision-making, combining capacity analysis, risk identification, and market-informed insights for two of Brazil’s most critical airports.
