The client required specialized expert support for the set-up of a Development Management Office (DMO) to prepare and subsequently manage the investment program for short- and medium-term developments at one of the fastest-growing and most strategic hub airports in the Kingdom of Saudi Arabia. To address this requirement, a joint team formed by Leadin Aviation Consulting and Fraport was contracted, combining the expertise of a globally recognized airport operator with that of a specialized airport planning and consulting firm.

Beyond PMP and organizational consulting activities, the scope included an initial phase focused on the preparation of a detailed development plan for the 2024–2030 period, based on a robust assessment of the existing infrastructure capacity. This assessment covered all airport components, including the runway system (three runways), aprons, terminals (three operating terminals), access systems, and key technical systems such as MEP, IT, and BHS. Based on this analysis, a realistic investment program was defined to accommodate forecast demand.

The capacity assessment and planning of the entire airport campus—including three terminals and more than twelve commercial aprons—were carried out using multiple methodologies and tools, including mathematical simulation models, allowing solid and well-supported conclusions to be drawn for decision-making.

This DMO engagement provides Jeddah International Airport with a robust, data-driven framework to plan, prioritize, and manage its investment program, ensuring that future capacity expansions are fully aligned with demand growth and long-term strategic objectives.
