Abrisa Group expressed interest in building and managing a new private airport to serve Playa Bávaro and its surroundings. Eurocontrol Services was engaged to advance the necessary studies and projects, and Eurocontrol appointed Leadin Aviation Consulting to lead the initial planning studies, including airport location assessment and feasibility analysis.

Leadin Aviation supported the feasibility study for the new airport in the Dominican Republic and prepared the Master Plan for the New Bávaro International Airport. The work included a comprehensive location study covering nine alternative sites, addressing aspects such as Obstacle Limitation Surfaces and initial runway leveling. After selecting the preferred location, a detailed site assessment was conducted to define infrastructure needs according to demand projections and establish the preliminary airport layout, including runway and contingency runway, passenger terminal, control tower, and access systems. Capital expenditure requirements were assessed and optimized through value engineering, and marketing materials were prepared to support the project. By combining location analysis, feasibility assessment, and value-engineered planning, a solid foundation was established for the development of New Bávaro International Airport.
